Melt the oil phase containing the mineral oil, beeswax and emulsifying wax to 75 degrees. Heat the distilled water separately to the same temperature, then slowly pour the water into the oil phase while mixing continuously until a uniform emulsion forms. Once the mixture cools to 40 degrees, add the preservative and fragrance oil, blend thoroughly and transfer the finished balm into storage containers.
