Warm the carrier oil gently to about 35 degrees Celsius and blend in the emulsifier until fully dissolved. Add vitamin E oil and stir until the mixture becomes smooth and uniform. Once the blend cools to around 30 degrees, sprinkle in the glitter gradually while stirring continuously to distribute the particles evenly throughout the oil. Finish by adding fragrance oil, mix thoroughly and pour the finished shimmer oil into a clean bottle with a secure lid.
