2. In a separate clean beaker, combine the Chamomile Extract, Aloe Vera Juice, and Panthenol (Phase B) and stir gently.
3. Slowly add Phase B to Phase A while stirring continuously.
4. Add the Polysorbate 20 (Phase C) to the mixture and stir gently until the extract is fully incorporated and the toner is clear.
5. Finally, add the preservative (Phenoxyethanol and Ethylhexylglycerin) to the toner and stir well to ensure even distribution.
6. Check and adjust the pH of the toner if necessary (ideally between 4.5 and 5.5 for optimal skin health).
7. Carefully transfer the finished toner into a clean spray bottle or other suitable container.

Application Recommendations:
