Glycerin is dissolved in purified water to form the aqueous base. Grapeseed oil and the emulsifier are heated to create the oil phase. The oil phase is gradually incorporated into the water phase under mixing until an emulsion forms. After partial cooling propanediol and Mandarin Extract Concentrate are added and mixed thoroughly.
