3. Slowly pour the oil phase into the water phase while continuously mixing with a stick blender or hand mixer until a smooth emulsion forms.
4. Continue mixing while the emulsion cools to below 40°C (104°F).
5. Once cooled, add the fragrance oil, cosmetic-grade mica powder, preservative, and vitamin E. Stir gently until all ingredients are evenly distributed.
